About us
We are STOMP (Shamrock Together Opposing Mega-industrial Project), a collective of neighbors in the Shamrock Park area of Shoreview. We are coming together to protect our neighborhood’s safety and quality of life, Rice Creek, surrounding county parkland, open space and wildlife from a massive industrial business park development proposed in our neighborhood. We invite community members from surrounding cities, park users and wildlife advocates to join us in our efforts.
Proposed development – Hillview Business Park
A developer is proposing building an industrial business park with up to 5-building, just under 1-million-square-feet, on 62-acres of land in the former Twin Cities Army Ammunition Plant (TCAAP) with access at County Rd. I and Fairview Ave. on the border of Arden Hills and Shoreview. This proposed development is separate from the Rice Creek Commons development which is southwest of this development and next to the Rice Creek trails and county parkland.
The proposed business park of up to 972,200 square feet is the size of 17 football fields.
The developer presented a site concept to the Arden Hills City Council in January 2024. However, our Shamrock Park neighborhood—the most directly impacted community—and many other key stakeholders and agencies were not informed about the proposal until spring and summer of 2026.
This proposed development has not been approved yet by the City of Arden Hills and is undergoing a mandatory Environmental Impact Statement (EIS). After the environmental review is completed, the developer will need to apply for land use applications with the City of Arden Hills and additional permits with additional agencies depending on the proposed development.
Our concerns
The site sits in Arden Hills right on the Shoreview border, there are no Arden Hills residents living nearby. Our Shoreview neighborhood will face the primary daily impacts of this development—yet we have no elected representation on Arden Hills City Council.
Safety & traffic: County Rd. I—the proposed access road for the development and the only way in and out of our neighborhood—lacks the infrastructure to support this level of increased truck and vehicle traffic. We also have concerns regarding congestion on Highway 10 and I-35W, and safety for drivers, park users and school children.
Park, natural resources and wildlife: Replacing natural open space with massive industrial development impacts the Rice Creek watershed, neighboring county parkland and critical wildlife habitat for nesting Ospreys, Henslow’s Sparrow, Blanding’s turtles and other vulnerable species
Environmental cleanup: Former Twin Cities Army Ammunition Plant (TCAAP) operations left hazardous toxins like asbestos and cresol, requiring an environmental clean up to ensure soil disturbance doesn’t release toxic airborne dust into surrounding neighborhoods or wash contaminants into local groundwater and regional drinking water supplies.
Noise, light, air quality & aesthetics: Industrial operations, facility lighting, and increased truck and car traffic will bring noise, air and light pollution to surrounding homes and impact the experience of park users.
Our priorities
STOMP is currently informing and organizing our neighborhood of 565+ homes, surrounding communities, users of Rice Creek Park and the open space, and wildlife advocates to demand better interagency coordination, get transparent answers from officials, and make sure our voices and concerns are being taken seriously and are addressed.
We are working to pause this proposed development and significantly reduce its size. Our focus is advocating for a responsible alternative that respects and fits the character of the neighborhood, and protects the parkland, open space and wildlife.

The developer, Maplewood Development, has requested a variance from the Environmental Quality Board (EQB) to begin early demolition and cleanup of the existing buildings on the Hillview site before the Environmental Impact Statement (EIS) is complete. EQB staff recommend that the Board deny the request for a variance. The EQB Board will discuss and vote on this recommendation during the October meeting. Learn more about the EQB meeting.
